Recuva is fine for the basics, but if you’re dealing with a partition that’s gone RAW or a drive that’s actually failing, you usually have to step up to the big leagues. I’ve had the best luck with tools like Stellar Data Recovery or EaseUS. They are paid, yeah, but the deep scan capabilities are on a different level.
