You’ve got some recovery options even without using iCloud.

1. Check your “Recently Deleted” album. Photos deleted within 30 days can be easily recovered from here.
2. Use iTunes backups or Finder on Mac. If you’ve backed up your iPhone to a computer, you can recover the photos from it.
Connect your iPhone → open iTunes/Finder → choose your device → click Restore Backup.

3. Try iPhone recovery software. If you don’t have a backup, this is the best choice for you. Try iPhone data recovery tools like Stellar Data Recovery for iPhone, or iMobie PhoneRescue.
The software scans your device and shares the data that can be recovered.
Install the software on your computer (not the iPhone) and connect your iPhone via USB.

You need to avoid using the iPhone too much as every new app, photo, or update can overwrite the deleted data and lower the chances for recovery.
